November 1, 2025 Lawrence S. KrasnerDistrict Attorney Office of the District Attorney of the City of PhiladelphiaThree South Penn SquarePhiladelphia, PA 19107 Dear District Attorney Lawrence S. Krasner: I am a victim of mortgage and identity fraud totaling more than $264,071.
On October 15, 2025, I filed a police report with the 18th Police District of the Philadelphia Police Department.
I serve as the Fund Manager of Urban Real Estate Fund, LLC (a/s/o BREF Fund I, LLC).
On May 25, 2023, the Fund made its first investment of $50,000 through BREF Fund I, LLC (the entity’s corporate name was legally changed to Urban Real Estate Fund, LLC on December 9, 2024) to acquire a 50% ownership interest in the property located at 6044 Washington Avenue, Philadelphia, PA 19143.
This investment was made in partnership with Daphne McGee-Geathers, Kenneth McFadden, and Donovan Green-McGee, all residents of Philadelphia, Pennsylvania.
Additional investments were made at later dates totaling $29,000, bringing the total investment to $79,000. Property deed for 6044 Washington Avenue, Philadelphia, PA 19143 - Showcasing 50% ownership interest of Urban Real Estate Fund, LLC (a/s/o BREF Fund I, LLC. On October 9, 2025, I was shocked to find that on September 6, 2024, September 10, 2024 and September 11, 2024, three mortgage documents were recorded with the City of Philadelphia, Department of Records that bear fraudulent reproductions of my signature, executed without my knowledge or authorization.
Forged Documents:
1 - PARTIAL CLAIM MORTGAGE – Document I.D.: 54339165/Tax Parcel I.D.: 03-3120200 (Recorded: September 6, 2024)
2 - FHA COVID-19 RECOVERY LOAN MODIFACATION AGREEMENT - Document I.D.: 54340272/ Tax Parcel I.D.: 03-3120200 (Recorded: September 10, 2024)
3 - PARTIAL CLAIM MORTGAGE – Document I.D.: 54288238/Tax Parcel I.D.: 03-3120200 (Recorded: September 11, 2024)
I did NOT sign, authorize, or consent to these forged mortgage documents.
NOTE: I was NOT in the State of Pennsylvania at any time on March 8, 2024 or August 13, 2024, when the forged mortgage documents indicated that I had signed them.
On August 13, 2024, I was on the Island of Martha’s Vineyard, 7 Dempster Park, Oak Bluffs, Massachusetts from 7:54 am to 5:13 pm, attending an event (“Sisters Of The Vineyard”) with over 100 people, mostly Black medical doctors, investment bankers and lawyers of which at least 10 people know me personally. On March 8, 2024, I was at 17 Orchid Road, Levittown, NY (one of our investment properties).

On May 25, 2023, I was present when Shirley Pickens, Notary Public (Commission I.D.: 1129394) notarize the deed (Document I.D.: 54194294/Recorded: June 23, 2023), incorporated the 50% ownership interests of Urban Real Estate Fund, LLC (a/s/o BREF Fund I, LLC) in 6044 Washington Avenue, Philadelphia, PA 19143 with my [ legit signature ].
What I find most shocking is that on August 13, 2024, Shirley Pickens, Notary Public (Commission I.D.: 1129394), notarized the two forged mortgage documents that were recorded with the City of Philadelphia, Department of Records that contained [ forged signatures of my name ].
I do not understand why Shirley Pickens, Notary Public (Commission I.D.: 1129394), who personally met with me on May 25, 2023, during the signing of the deed for my 50% ownership interest in 6044 Washington Avenue, Philadelphia, PA 19143 (Document I.D.: 54194294 / Recorded: June 23, 2023), would later notarize three forged mortgage documents that falsely bear my signature.
These documents are dated March 8, 2024 and August 13, 2024, two dates on which I was not physically present in the State of Pennsylvania.
The fact that my signature was falsely used and notarized without my knowledge or consent is deeply alarming and raises serious questions about the integrity of the notarial process in this matter.
In April 2025, at the Economic Mobility Summit hosted by the Federal Reserve Bank of Philadelphia, I had the opportunity to brief Philadelphia Mayor Cherelle Lesley Parker on my Fund’s plans to invest $1 million in equity capital—$100,000 each with ten (10) Black real estate entrepreneurs across the City of Philadelphia.
I now fear that this act of fraud and betrayal may undermine those plans.
My investors—comprised of Black medical doctors, lawyers, and investment bankers—may lose confidence and withdraw future investments from Philadelphia, depriving the city’s Black communities of much-needed opportunities for wealth-building and job creation. I cannot fully express the depth of betrayal I feel after being victimized by individuals I once trusted — Daphne McGee-Geathers, Kenneth McFadden, Donovan Green-McGee, and Shirley Pickens.
My life’s work has been devoted to encouraging Black professionals to invest in cities like Philadelphia, to build wealth and create opportunity within our communities.
For instance, we invested $100,000 with Tony Payton, Jr., a former member of the Pennsylvania General Assembly, in a proposed student housing development in Camden, New Jersey, located adjacent to Rutgers University.

To be taken advantage of in the very space where I strive to uplift others has been profoundly disheartening.
I have personally benefited from the economic opportunities created through community investment — opportunities that helped steer my life away from hardship and despair.
I was born addicted to drugs, abandoned at birth, and raised in multiple foster and group homes.
Because of that difficult beginning, I consider myself fortunate to have been given the opportunity to build wealth and create stability for my family.
My twin daughters are on the Dean’s List in high school, and my son entered college with a 1500 SAT score; he plans to become a securities lawyer. That is why this experience is not only a personal loss, but a painful reminder of how essential integrity and accountability are to our shared mission.
I look forward to meeting with a member of your office who can provide guidance on the most effective way to reverse the effects of this crime and to ensure that those responsible are held both financially liable and criminally accountable.
I can be reached directly at 646-527-1116.
Sincerely,
Thomas Lopez-PierreFund ManagerUrban Real Estate Fund, LLC (a/s/o BREF Fund I, LLC)
